About this opportunity

The City of Midland, Texas is requesting bids for construction materials and labor on the Sinclair Phase III and Westridge/Loop 250 Deceleration Lane projects, including water line installation, with bids due October 15, 2026.

The scope encompasses furnishing and installation of water pipelines, valves, valve boxes, tapping sleeves, fire hydrants, and appurtenant accessories to complete both projects in accordance with detailed specifications. All materials must meet Texas Highway Department standards or AWWA specifications. Water line work requires PVC AWWA C900 pipe, ductile iron fittings, resilient seated gate valves, butterfly valves for larger diameters, and fire hydrants conforming to AWWA C502. Minimum cover depth for main water lines is 36 inches unless otherwise directed by the engineer. Bedding and backfill must use crushed stone materials meeting specified gradation standards with adequate compaction testing and proof rolling verification.

Additional work includes right-of-way preparation, excavation and subgrade work, concrete construction (curbs, gutters, sidewalks, driveways, and structural elements), flexible base installation, bituminous prime and tack coat application, and hot mix asphaltic concrete paving. Concrete strength specifications are Class A or modified Class C depending on application. Asphalt concrete paving tolerances are 1/8 inch deviation in 10 feet for surface courses. Embankment and base courses require 95% compaction density per AASHTO T180. Contractors must submit job mix formulas at least 10 days before paving operations and comply with weather limitations: concrete placement restricted when ground temperature is below 35 degrees Fahrenheit; asphaltic concrete placement restricted when surface temperature is below 50 degrees Fahrenheit.

The contractor shall furnish all materials, labor, superintendence, tools, equipment, and incidentals necessary for complete construction. Contractors perform field quality control testing at their own expense for surface tolerance and thickness verification; the City bears costs only for initial density tests on subgrade and base materials.
