About this opportunity
Palm Beach County Board of County Commissioners, through its Department of Environmental Resources Management, is soliciting sealed bids to place approximately 980,000 cubic yards of beach-compatible sand along Palm Beach County shoreline under the North County Comprehensive Shore Protection Project 2026/27 Segments II & III, with a non-mandatory pre-bid meeting on November 3, 2026 and bids due November 18, 2026. The project is funded entirely by the Federal Emergency Management Agency, which excludes the county's Local Preference, Glades Local Preference, Apprentice Incentive, Glades Resident Incentive, and Small Business Development ordinances. The county does not acknowledge a Disadvantaged Business Enterprise participation goal for this federally funded project.
Scope covers all plant, labor, equipment, and materials to excavate, transport, screen, place, and shape sand from a permitted offshore borrow area located 3.5 to 6.5 miles northeast of the site. The sand will nourish approximately 17,800 feet of shoreline between FDEP monuments R-21 and R-38, from about 100 feet south of the Jupiter Reef Club to the Juno Ocean Club. Work also includes removing approximately 3,413 feet of offshore cable in the borrow area and 17,000 feet of post-and-rope, plus mobilization, demobilization, and access-site restoration. Bidders and subcontractors must hold Florida licensure and certification at bid submission and valid Palm Beach County business tax receipts. Bidders must also furnish Buy American Act and debarment/suspension certifications. Davis-Bacon wage rates do not apply.
Bid bonds equal 5% of the bid price. The successful bidder must furnish public construction payment and performance bonds, each equal to 100% of the total contract price, within 14 days of award notification.
The contract term is 120 calendar days to substantial completion, with final completion due within 30 days after receipt of the owner's punch list. Liquidated damages are $1,925 per calendar day for missed substantial or final completion deadlines. The county intends to award to a single contractor and reserves the right to make multiple awards.
The pre-bid meeting on November 3, 2026 at 10:00 a.m. is followed by a non-mandatory site visit at 1:30 p.m. at the staging area at 14,200 U.S. Highway 1, Juno Beach, Florida. Sealed bids close at 2:00 p.m. on November 18, 2026. The solicitation was posted October 26, 2026.
