About this opportunity
Palm Beach County Engineering and Public Works Department is requesting proposals for engineering services on the Safe Streets and Roads for All Flashing Yellow Arrow Demonstration Project (Federalized Project #2026717), with proposals due August 25, 2026 at 4:00 p.m., and a non-mandatory pre-proposal conference on August 6, 2026 at 3:00 p.m. Consultants and all subconsultants must obtain Palm Beach County CCNA certification in category 3.07 Traffic Control Systems Analysis, Design and Implementation prior to the proposal deadline—this is a mandatory eligibility requirement.
The scope includes developing design plans and engineering documents for implementing flashing yellow arrow technology at 28 signalized intersections in Palm Beach County, along with before-and-after evaluation of FYA benefits and recommendations for implementation. The selected consultant must complete the project within the timeframe specified in the scope of work and maintain compliance with all federal and state design standards.
The project is funded entirely through federal Safe Streets and Roads for All Grant Program funds from the U.S. Department of Transportation, requiring compliance with extensive federal regulations, certifications, and contract clauses related to civil rights, non-discrimination, debarment, lobbying, and whistleblower protections. Record retention for five years is mandated. Professional liability insurance of $1 million per occurrence and $2 million aggregate is required. The selected consultant must execute the County's standard consulting services contract without modification.
Palm Beach County evaluates proposals on ability and knowledge of design criteria (35–50 points), approach and understanding of project scope (20–35 points), and volume of previous work awarded by the County in the past four years (10 points). Proposals must be submitted in one hardcopy and one electronic version on USB flash drive to the Roadway Production Division, 2300 N. Jog Road, Room 3W-33, West Palm Beach, Florida 33411. The Shortlist Committee meets October 8, 2026, with Final Selection Committee meeting on November 2, 2026, and contract award anticipated within ten months of the selection committee meeting. All proposers and subconsultants must register with the County's Vendor Self Service system. A "Cone of Silence" prohibits communication with County Commissioners or their staff regarding the proposal from submission deadline until contract award.
