About this opportunity

The Missouri Department of Transportation is issuing a Single Feasible Source (SFS) solicitation for the procurement of Pavon Repair Liquid and Pavon Indeck Liquid in both 5-gallon pails and 55-gallon drums. MoDOT has determined that only Pavon Corporation can provide these proprietary products, which will be distributed across six MoDOT districts: Central, Kansas City, Northeast, Northwest, Southeast, Southwest, and St. Louis. Separate pricing lines are required for each district and product configuration. The contract period will run from May 1, 2026 through April 30, 2027, with two additional one-year renewal option periods available at MoDOT's sole discretion. Responses must be submitted electronically via MissouriBUYS (powered by MOVERS) by April 13, 2026 at 2:00 PM Central Time, with bid opening scheduled for April 3, 2026 at 8:00 AM Central Time. Hard copy submissions may be permitted with prior written approval from the buyer, Nanci Grannemann, who must be contacted at nanci.grannemann@modot.mo.gov at least five business days before the bid closing deadline. Evaluation will be based solely on price, and contractors must provide a planned delivery schedule at least two business days before initiating deliveries, with a MoDOT representative required to be present. No price increases are permitted during the first six months of the original contract period or any renewal period.

Vendors must register with MissouriBUYS and complete all required business compliance exhibits to be considered for award, including certification under the Domestic Products Procurement Act (Buy American) compliance requirements as specified in Exhibit N. Vendors must certify the point of manufacture for finished products and indicate whether products are manufactured or produced in the United States, qualify under existing international trade treaties, or represent the only available U.S. manufactured product option; misrepresentation constitutes a Class A misdemeanor under Missouri law. All standard state compliance requirements apply, including nondiscrimination provisions, drug-free workplace certification, and Executive Order 07-13 compliance regarding authorized work eligibility. The contractor must acquire and maintain adequate liability insurance naming MHTC and MoDOT as additional insureds. Payment terms are Net 30 with FOB shipping. No specific budget range or award values are disclosed in the solicitation documents; pricing will be evaluated competitively across the six districts and product configurations.
