About this opportunity

The Wisconsin Department of Transportation is requesting proposals for pavement repairs and bridge replacement on Cedar Creek Road in Cedarburg, Ozaukee County, with bids due October 13, 2026.

The scope includes removal of Structure B-45-117 (Cedar Creek Bridge), HMA pavement installation, guardrail replacement, erosion control, pavement marking, traffic control, and all incidental work as shown on the plans. The project is classified as a local street improvement. Work must commence within 10 calendar days after the engineer issues written notice to proceed.

Environmental constraints are material and extensive. Fish spawning restrictions apply March 1–May 15 and June 1–August 15. The site requires state threatened snake exclusion and monitoring with a state-licensed surveyor; bat habitat protection measures; and management of creosote-contaminated soil under OSHA hazardous waste operations protocols. The contractor must engage an approved fisheries consultant to conduct fish rescue operations and coordinate throughout construction with the Wisconsin Department of Natural Resources.

Utility coordination is required with AT&T Wisconsin, Spectrum, We Energies, and local municipal authorities. The project is subject to Wisconsin Standard Specifications for Highway and Structure Construction, 2025 Edition, and special provisions addressing traffic management, utility relocations, aquatic species protection, dewatering operations, and landscape maintenance.

Bidders must submit proposals electronically through Bid Express or on paper with a waiver (subject to a $75 administrative fee per proposal, limited to four waivers per calendar year per entity). Proposals must use Expedite software. Successful bidders must execute the contract and provide proposal guaranty and performance bonds within 14 days of notification. Payment is unit-price based upon completion of work according to quantities in approved plans.

The government file is available as a PDF proposal document (3 MB).
