About this opportunity

The State of Maine Division of Purchases is requesting bids for pavement markers with bids due February 19, 2009. Sealed bids must be submitted electronically to the Division of Purchases office at 9 State House Station, State Office Building, Augusta, Maine prior to the closing date and time.

Awards will be made to the lowest responsible bidder based on best value considerations, including quality, conformity with specifications, delivery dates, and ultimate cost. In-state bidders and those offering commodities produced or manufactured in Maine receive preference. Tie bids are resolved by factors determined by the Director to serve the state's interests or by drawing of lots.

Bidders must submit separate unit prices for each item unless otherwise specified, with prices stated as delivered to destination and including all trade or quantity discounts. Cash discounts of 20 days or more are considered in determining the low bidder; discounts under 20 days will not be factored into award decisions. All transportation charges, including freight and express delivery, must be prepaid and borne by the contractor. The state is exempt from federal and Maine state sales and use taxes and requires bidders to quote accordingly without including these taxes.

Contractors must furnish items exactly as specified on the purchase order. The Division of Purchases reserves the right to increase or decrease ordered quantities by up to 10%. Delivery must comply with all applicable federal, state, and local laws and regulations. Manufacturers, importers, suppliers, or distributors of hazardous chemicals must provide material safety data sheets in accordance with Maine's Chemical Substance Identification Law. The state reserves the right to reject any or all bids and waive formalities and technicalities.
