About this opportunity

The South Carolina Department of Transportation is requesting sealed electronic bids for approximately 11.89 miles of pavement improvements in Florence County, with bids due November 10, 2026 at 2:00 p.m. All bidders must hold SCDOT prequalification certificates — a gating requirement.

The project (SCDOT P045479 and P045481) encompasses mobilization; removal and disposal of existing pavement and curbing; borrow excavation; cement-modified recycled base installation; multiple asphalt paving courses; full-depth asphalt patching; milling of existing pavement; pavement markings in fast-dry paint, epoxy paint, and thermoplastic formats; permanent pavement markers; milled-in rumble strips; traffic signal equipment and radar detection systems; catch basin conversions; concrete curb and gutter installation; sidewalk and driveway construction; detectable warning materials; and permanent grassing. Completion is September 30, 2027.

This is a federal-aid project subject to Title 23 of the United States Code and the Davis-Bacon Act, with Secretary of Labor predetermined minimum wage rates. The DBE goal is 0.00%, indicating no disadvantaged business enterprise set-aside. Funding is state transportation (ST) funds. Contractors must comply with Title VI of the Civil Rights Act of 1964, the Fair Labor Standards Act of 1938, the Work Hours and Safety Act of 1962, and federal equal employment opportunity requirements.

Bidders must submit a bid bond equal to 5% of the approximate bid amount electronically through the Bid Express system. Electronic bid forms, plans, and project documents are available on Bid Express beginning October 10, 2026; hardcopy plans and proposals are available upon request from Engineering Publications. Bids will be publicly opened at SCDOT Headquarters in Columbia, South Carolina. SCDOT reserves the right to reject any or all proposals and waive any technicalities.
