About this opportunity

The Cambria County Conservation & Recreation Authority is soliciting sealed electronic bids for the Path of the Flood Project, Contract No. 2025-01, through PennBid's online platform. The project encompasses constructing roadway signage, sharrows, an asphalt parking lot, a restroom, and associated site appurtenances across Franklin Borough, East Conemaugh Borough, and the City of Johnstown in Cambria County, Pennsylvania. Bids must be submitted electronically by 10:00 A.M. (E.S.T.) on Friday, September 12, 2025, with all project documents available at no cost on the PennBid website. Bidders are required to comply with Pennsylvania Prevailing Wage Rates, the Steel Procurement Act, and submit a non-collusion affidavit. The successful contractor must complete all work by Sunday, November 30, 2025, and will be expected to provide a Performance Bond and Labor and Material Payment Bond, each equal to 100% of the total contract amount. The project is partially financed by a Keystone Recreation, Park and Conservation Fund grant from the Pennsylvania Department of Conservation and Natural Resources.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though bidders must adhere to state anti-bid-rigging regulations. Contractors will need to demonstrate capability to execute infrastructure development in multiple municipal jurisdictions and provide comprehensive insurance coverage as specified in the contract documents. While a specific budget range is not explicitly stated, the requirement for 100% performance and payment bonding suggests a substantial project value. The project involves multi-jurisdictional infrastructure improvements and requires technical proficiency in roadway and recreational trail construction. Bidders must use the PennBid platform's "Ask A Question" feature for any inquiries, indicating a structured communication protocol for potential contractors. The project's financing through a state conservation fund suggests alignment with regional recreational and transportation infrastructure development goals.
