About this opportunity
San Luis Obispo County is soliciting proposals for professional surveying services to establish wellhead elevations for approximately 130 monitoring wells within the Paso Robles Basin Groundwater Monitoring Network, with proposals due October 26, 2026 at 3:00 PM. This is prevailing wage work under California Labor Code Section 1720 et seq., requiring prime contractor and subcontractor registration with the Department of Industrial Relations and monthly certified payroll submission throughout the contract term.
The scope requires measurement of reference point elevations to North American Vertical Datum of 1988 (NAVD88) with accuracy to 0.1 foot or less using survey-grade GNSS/GPS equipment. Wells are primarily located on private properties within San Luis Obispo County where the County maintains landowner entry permissions. Deliverables include wellhead elevations in MS Excel and GIS shapefile formats, site photographs documenting each reference point and site conditions, field notes, and summaries of landowner communications. Work supports the County, Groundwater Sustainability Agencies, and state monitoring obligations under the Sustainable Groundwater Management Act.
The contract is structured as Time and Materials with a not-to-exceed amount of $200,000 over one year from award date. Pricing remains unchanged throughout the term. The consultant Rate Sheet will establish hourly rates; the County reimburses office, vehicle, travel, cell phone, and per diem costs subject to the County's Travel Policy. Funding derives from California Department of Water Resources Grant Agreement No. 4600014639, making the consultant subject to that grant agreement's terms and conditions.
Evaluation criteria are scored on 100 points: understanding of scope (15 points), demonstrated expertise in similar work (25 points), qualifications and availability of key staff (25 points), familiarity with DWR and county procedures (20 points), and project delivery schedule, milestones, and deliverables (15 points).
A virtual pre-proposal conference is scheduled October 19, 2026 at 10:00 AM via Zoom with RSVP required by 5:00 PM on October 16. Written questions are due by 3:00 PM on October 21, 2026.
Opportunity text
The County of San Luis Obispo (County) is currently soliciting proposals for professional services from qualified persons and /or firms (Consultant) to provide professional surveying services to establish individual wellhead elevations for all wells within the existing Paso Robles Basin Groundwater Monitoring Network. The existing monitoring well network includes approximately 130 wells, which are primarily located on private properties. The County maintains right-of-entry permission from the landowners to allow periodic water level measurements and establishment of the wellhead reference point elevations. Water levels are measured on a regular basis to help inform the County, State, Groundwater Sustainability Agencies (GSAs), and other public agencies about the overall condition of the basin and its progress toward sustainability and compliance with the Sustainable Groundwater Management Act (SGMA).
