About this opportunity

Leon County and the Florida Fish and Wildlife Conservation Commission (FWC) are pursuing a single-source procurement for PASO ECO-Counters, specifically electronic vehicle and pedestrian visitor counters. The procurement seeks 49 PRO Evo Counters and 5 Spare Pyro Evo Counters, accompanied by a 1-year software subscription and shipping. These counters will be deployed at Wildlife Management Area entrances, trailheads, and various locations to support critical management functions such as completing Land Management Uniform Accounting Council reports, developing management plans, and supporting economic impact and law enforcement investigations. The procurement is structured as a non-competitive, single-source acquisition with Eco-Counter Inc identified as the sole vendor capable of meeting FWC's specific requirements. Key objectives include replacing aging counting systems with advanced technology offering Bluetooth and remote wireless data transfer, enhanced weather resistance, and improved data collection capabilities. The procurement notice was posted on April 22, 2025, with a final date for receipt of vendor information set for May 13, 2025, during standard business hours (excluding weekends and state holidays). Vendors must demonstrate capability to fully perform contract requirements and comply with Chapter 287, Florida Statutes, and all applicable regulations.

This procurement does not explicitly outline specific set-aside designations or restrictions on responding organizations. The total estimated procurement value is $362,570.00, with Eco-Counter Inc positioned as the intended single-source vendor. The procurement emphasizes the vendor's unique ability to provide specialized electronic counting equipment that meets the precise technological and data collection needs of the Florida Fish and Wildlife Conservation Commission. No incumbent vendor replacement is mentioned, and the procurement appears to represent a new technology acquisition to replace existing aging systems. The counters will integrate with FWC's existing management and reporting infrastructure, providing enhanced data collection capabilities through modern electronic tracking technologies. Potential respondents must provide written documentation demonstrating their capability to supply the specified commodities and meet the comprehensive contract requirements. The procurement process requires vendors to warrant their technical integrity, reliability, and capacity to perform the contract in good faith.
