About this opportunity
Atlanta Independent School System is requesting proposals for Construction Manager at Risk (CMAR) preconstruction and construction services across Parkside Elementary School, Heritage Academy, and Hollis Innovation Academy, with proposals due September 16, 2026 at 11:00 a.m. ET and a pre-proposal conference at Parkside Elementary on August 26 at 9:00 a.m. ET.
The CMAR must hold a Georgia General Contractor's license (Qualifying Agent, not Limited Tier) and comply with E-Verify requirements. The scope encompasses building systems upgrades at three facilities totaling approximately 389,000 square feet, including HVAC replacements, cooling tower upgrades, roof replacements, and mechanical system installations. The contract structure begins with preconstruction services, followed by construction commencing in December 2026 with substantial completion by June 30, 2027. The contractor must submit a Guaranteed Maximum Price (GMP) by November 15, 2026 for Atlanta Public Schools approval. Payment and performance bonds will be required.
The stated cost limitations are $4.18 million for Parkside, $5.04 million for Heritage Academy, and $5.62 million for Hollis Academy. Evaluation is on a 100-point scale: 25 points for company qualifications and experience, 55 points for methodology and approach, and 20 points for percentage of fees. Contractors advancing to the competitive range may engage in discussions, negotiations, and provide a Best and Final Offer.
The RFP emphasizes MWBE outreach, requiring the CMAR to advertise subcontracting opportunities through the Georgia Procurement Registry for thirty days and make best efforts to include qualified small business enterprises. Written questions are due August 31 at 2:00 p.m. ET, with responses posted by September 3. Administrative review occurs September 17, initial shortlist evaluation on September 23, and Board of Education recommendation is tentatively scheduled for October 5, 2026. Site visits follow the pre-proposal conference on August 26.
