About this opportunity

The City of Wheat Ridge Parks & Recreation Department is requesting proposals for facilitation and development of an updated five-year strategic plan, with proposals due October 28, 2026 at 2:00 p.m. No set-aside or preference program applies.

The scope encompasses six major tasks: project initiation and work plan development, organizational assessment and strategic analysis, stakeholder engagement and leadership alignment, strategic framework and priority development, implementation and performance-management framework creation, and draft plan refinement. Deliverables include a final five-year strategic plan in accessible formats, executive summary, implementation matrix, performance-measure framework, annual review process recommendation, and final presentation. The consultant must coordinate all activities, facilitate meetings, and manage all deliverables. Work is anticipated to begin in 2027 and must be completed within calendar year 2027, spanning approximately four to six months.

The total project budget is capped at $25,000. Proposers must provide detailed, itemized fee proposals including estimated hours by task or phase, personnel rates, expenses, and other anticipated costs. The City is exempt from sales and use tax and will not include tax in pricing evaluations. Prices and fees are firm for one year after acceptance; subsequent increases are limited to one rate adjustment per contract term not exceeding 3% of the original contract value and requiring written justification.

The City will evaluate proposals on best value rather than lowest price alone and reserves the right to negotiate with one or more contractors and request best and final offers. The successful contractor must maintain Professional Liability/Errors and Omissions insurance of $1 million per claim and $1 million aggregate, comply with Colorado's Keep Jobs in Colorado Act requiring 80% Colorado labor, and confirm no debarment status per sam.gov. All final products and materials become the sole property of the City of Wheat Ridge. The Department contact is Whitney Mugford-Smith.
