About this opportunity
The City of Rocky Mount Parks and Recreation Department is requesting proposals for outdoor restroom cleaning and maintenance services across six municipal park locations, with proposals due November 5, 2026 and a mandatory pre-bid meeting on October 22, 2026. A local preference policy applies, allowing eligible local bidders within five percent or $25,000 (whichever is less) of the lowest non-local bidder's price to match that price.
The scope requires baseline cleaning of restrooms at Hornbeam Park, Grover Lucas Park, Sunset Park, Stith Talbert Park, MLK Park, and Battle Park; provision of consumables (toilet paper, soap, paper towels); daily restroom service sheets; and maintenance reporting. Daily cleaning is required seven days per week during seasonal periods (April 1–October 30 for four locations; year-round for MLK Park and Battle Park), with restrooms unlocked by 6:00–7:00 a.m. depending on location. The contractor must furnish all equipment, labor, and materials; provide additional janitorial services as requested for events; ensure all personnel wear uniforms with the contractor's name and photo ID badges; and implement key control procedures with no duplication without prior written authorization.
Vendors must hold both a North Carolina Registered Landscape Contractors license and a NC Commercial Pesticide Applicators license. The contractor shall submit fixed annual costs for each location over the three-year initial term on the City's pricing attachment. The contract includes optional extensions for two additional one-year periods at costs not to exceed 115 percent of the original base bid amount.
Pricing will be evaluated on lowest responsive, responsible bidder basis considering quality, performance, and time. The City will award on November 23, 2026. Vendors must complete new vendor registration, provide a W-9 and E-Verify Affidavit, submit three references and resumes for assigned personnel, and comply with E-Verify requirements. Written questions are due October 26, 2026 by 2:00 p.m.
