About this opportunity
Pierce County Parks Department is requesting bids for general earthworks and paving services on county parks properties and trails throughout Pierce County under an invitation to bid with a due date of October 14, 2026 at 1:00 PM, with questions due October 8 at 4:00 PM.
Bidders must be licensed as general contractors in Washington State with a minimum of two years' experience providing general contractor services to agencies and demonstrated capacity to manage multiple concurrent projects on tight schedules. Pierce County will apply reciprocal preference for resident contractors, applying a comparable percentage disadvantage to bids from nonresident contractors from states that provide bidding preferences to their residents (Alaska, Nevada, New Mexico, and Wyoming).
The scope encompasses 34 unit-price line items covering clearing and grubbing, site demolition, utility work, grading, drainage, concrete paving, cast-in-place concrete, asphalt paving, aggregate paving, pavement striping, and stormwater systems. Work is performed throughout Pierce County on parks properties and trails on county right-of-way or easements. Standard drawings (Appendix A, updated September 2026) establish uniform construction standards including hot-mix asphalt specifications (CL. 1/2 IN PG-58 H-222), concrete with minimum 3,000 to 4,000 PSI strength, and compliance with WSDOT Standard Specifications. Gate specifications include Knox padlocks submastered for Pierce County Fire Department and Sheriff Department access.
The initial contract is for one year with an option to extend for an additional year, not to exceed two years total. The not-to-exceed contract value is $1 million, with no guaranteed minimum work volume; the County reserves the right to assign work via individual work orders and add funds as needed. All work is subject to Washington State prevailing wage requirements (Davis-Bacon Act for federally funded portions). Bidders must submit a 5% bid bond and, if awarded, furnish 100% performance and payment bonds. A 5% retainage will be held for the full contract amount. Unit prices bind for the contract's life; time and materials quotes may be allowed when agreed in advance. Bid opening occurs via Zoom 30 minutes after the bid due time.
