About this opportunity
The City of Detroit Office of Contracting and Procurement is issuing Request for Quote 543661 to procure month-to-month vehicular parking spaces for the Detroit Department of Elections employees. The procurement seeks qualified vendors to provide a minimum of eighty (80) reserved parking spaces, expandable to one hundred (100) spaces as needed, within a one-block radius of the Detroit Department of Elections Office located at 2978 W Grand Blvd, Detroit, MI 48202. The parking facility must be accessible twenty-four (24) hours daily and accommodate both regular automobiles and light-duty trucks with a minimum height clearance of seven (7) feet, maintained in a safe, clean, and illuminated condition in compliance with federal, state, and local laws, including ADA requirements. Parking passes must be delivered monthly at least three (3) business days prior to the first of each month. Minimum qualifications require vendors to have at least three (3) years of experience operating parking facilities and at least twelve (12) months of operation as a licensed and permitted parking facility with the City of Detroit's Buildings, Safety Engineering, and Environmental Department with no outstanding violations, along with submission of three (3) references demonstrating relevant experience. The contract will be awarded for a two (2) year initial term with an option to renew for one (1) additional year, subject to Detroit City Council approval, and the City anticipates making one or multiple awards to the lowest responsive and responsible bidder. Questions are due by 3:00 PM EST on Tuesday, March 3, 2026, with answers distributed by Thursday, March 5, 2026, and quotes are due by 12:00 PM EST on Friday, March 13, 2026, submitted through the Bonfire procurement portal.
Vendors must maintain comprehensive insurance coverage including workers' compensation at statutory minimums, commercial general liability with combined single limits of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability with $1,000,000 combined single limit. Detroit-based businesses certified by the Civil Rights, Inclusion & Opportunity Department (CRIO) are eligible for equalization credits ranging from one to five percent depending on business classification, with the lowest equalized bidder receiving contract award provided the equalized bid does not exceed twelve percent above the lowest responsible bid or $100,000, whichever is less. Respondents must submit pricing on a unit basis with options for annual rates, monthly rates, daily rates, or hourly rates, and all bids must be firm-priced. Successful respondents must submit notarized consolidated affidavits, a sample employment application, certificate of insurance, three years of financial statements, evidence of City of Detroit Treasury Clearance submission, and System of Awards Management (SAM) registration documentation for federally funded projects. No incumbent vendors or existing infrastructure integration requirements are identified in the solicitation documents. The RFQ does not specify a total contract value or budget range, as compensation will be based on the quoted rates for parking space provision submitted by respondents.
