Bidders must hold a California Contractor's License (Class A - General Engineering) and demonstrate five years of experience providing similar services. All work is subject to prevailing wage requirements under California Labor Code sections 1770 et seq., with certified payroll submissions required to the California Department of Industrial Relations (DIR). Bidders must be registered with DIR prior to bid submission and maintain registration throughout contract performance.

The scope includes demolition and disposal of existing asphalt and concrete; site excavation, grading, and compaction; construction of a retention/infiltration basin approximately 50 feet by 204 feet and 2 feet deep with gradual side slopes designed to accommodate trailers during dry conditions; installation of aggregate base and asphalt concrete pavement per approved drawings and geotechnical recommendations; concrete improvements including parking blocks, headers, and curbs; utility adjustments (sanitary sewer manhole, sewer/electrical/water boxes and valves); erosion and sediment control measures including stormwater pollution prevention plan (SWPPP) compliance; and site restoration and cleanup. The project includes two additive alternates for wrought iron or chain link fence and gate improvements.

The estimated project budget is $260,000. Contract award is based on total base bid. A 10 percent bid bond is required at submission; successful bidders must furnish 100 percent performance and payment bonds. Construction must be completed within 70 calendar days following Notice to Proceed (anticipated October 30, 2026), with project completion anticipated December 9, 2026. Liquidated damages are $2,500 per day for failure to meet contract time. The contractor bears all costs for materials delivery, storage, and handling; special inspections including compaction testing are conducted by CCA, with the contractor providing 72 hours' notice and bearing all re-testing costs for failed tests. All work must comply with Cal OSHA requirements and tobacco-free environment policies at Fair sites.

Sawcut, grind, demolish, remove, and legally dispose of existing asphalt and concrete within the limits of work shown on the approved drawings. Perform site excavation, grading, and compaction to establish the proposed parking lot grades. Grade pavement from the building toward the fence/retention basin, with the two fence-line corners serving as low points, in accordance with the approved grading plans. Construct the proposed retention/infiltration basin, approximately 50 feet by 204 feet and approximately 2 feet deep with gradual side slopes, together with associated drainage improvements. Maintain the basin configuration so the area can continue to accommodate trailers during dry conditions, as shown on the plans. Install aggregate base and asphalt concrete pavement in accordance with the approved drawings and the geotechnical recommendations incorporated into the Contract Documents. Finished pavement at the building face shall be set approximately 0.20 foot below finish floor where shown to reduce back-flooding risk. Install concrete improvements, parking blocks, headers, curbs, and other pavement-edge improvements shown on the drawings. Raise/adjust existing sanitary sewer manhole, sewer/electrical/water utility boxes and valves to new finished grades as shown, and protect existing utilities, light post, RV dump station, building post/overhang, conduit, water/sewer lines, and other improvements designated to remain. Remove existing speed bumps where shown and provide new pavement striping, markings, and related parking improvements in accordance with the approved drawings. Provide erosion and sediment control measures, including the infiltration basin construction controls shown on Sheet C7.0, and maintain required stormwater controls throughout construction. Provide construction staking, protection/restoration of survey monuments, site restoration, cleanup, and all incidental work required for a complete project.
