The scope encompasses two phases. Phase 1 (the main project) covers the Canal Street Area (596 total spaces: 401 on-street and 195 in five lots) and the Flagler Avenue Area (211 total spaces: 96 on-street, 70 at Clancy Park, and 45 at Esther Park). The City expects 97 percent or greater system uptime, with maintenance response times ranging from 4 hours for critical issues to 48–72 hours for non-critical issues. Both solar and hard-wired options for gateways and signage must be included. Proposers must submit distinct pricing for Phase 1 and Phase 2.
The initial contract term is three years with one optional two-year extension subject to City Commission approval, with prices fixed during the initial term. Proposers must meet minimum qualifications including five years of experience in parking guidance systems, current Florida licensure and Sunbiz registration, proof of three years of financial stability, appropriate insurance coverage with the City named as additional insured, and E-Verify compliance.
