Proposals must include a technical proposal with cover letter, scope of services, project approach, itemized services list, Standard Form 330, and forms addressing exceptions, ownership disclosure, contractor qualifications, and non-collusive certification. Submission is electronic through the City's PlanetBids portal.

Evaluation allocates 35 points to expertise and qualifications of the firm and team, 35 points to project approach and experience with municipalities and Maryland Water Quality Financing Administration funding, and 30 points to performance on projects completed within the last five years. The City may conduct individual vendor interviews.

The successful vendor must carry Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability of $1,000,000 per occurrence and $1,000,000 aggregate, and Commercial Automobile coverage of $1,000,000 combined single limit, with the City named as additional insured.
