About this opportunity
The Wisconsin Department of Transportation is soliciting bids for highway reconstruction on State Trunk Highway 13 in Park Falls, Ashland County, extending from Weeping Willow Lane to E Mack Street (Project 1610-01-78), with proposals due November 10, 2026. Work must begin no later than May 1, 2027, and be completed by October 15, 2027.
The scope includes milling existing pavement, constructing HMA pavement and base course, grading, installing curb and gutter, concrete sidewalk, storm sewer, curb ramps, and pavement markings. Contractors must coordinate utility relocations with CenturyLink, Glidden SD, Xcel Energy, and Spectrum for communication lines, sewer, water main, electrical, and gas facilities. Traffic management during Stage 1 requires maintaining STH 13 through traffic with minimum 11-foot lanes in each direction; Stage 2 requires detour routing through local roads while preserving access to businesses and residents. Construction hours are restricted to 6:00 AM through 8:00 PM unless prior written approval is obtained, and equipment must be cleared from the traveled way during Memorial Day, Independence Day, and Labor Day.
Petroleum-contaminated soil has been identified within project limits and must be excavated, hauled, and disposed of at Wisconsin Department of Natural Resources–licensed facilities at contractor expense. Contractors must obtain WPDES Transportation Construction General Permit coverage for 1.012 acres of land disturbance and prepare a site-specific Health and Safety Plan complying with OSHA HAZWOPER standards. HMA pavement work requires Percent Within Limits quality management testing; test strips cost $2,000 per instance if delayed or rejected, with pay adjustments calculated at $65 per ton multiplied by a payment factor ranging from 50 to 140 percent based on PWL values. Environmental consultant TRC Environmental Corporation will coordinate contamination management. A preconstruction meeting must occur at least one week before work begins, followed by two monthly meetings with affected residents and business owners.
