About this opportunity

The City of Encinitas is requesting bids on the Park Equipment Replacement at Wiro and Orpheus Parks Project, with electronic bids due November 12, 2026 at 2:00 PM via PlanetBids. Bidders must inspect both project sites prior to submission. This is a prevailing wage project subject to California Department of Industrial Relations wage determination 2026-2, and award will be made to the lowest responsive and responsible bidder.

Scope encompasses removal and replacement of playground equipment and surfacing at two locations: Wiro Park in Olivenhain (poured-in-place rubber surfacing) and Orpheus Park in Old Encinitas (engineered mulch media, ADA-compliant concrete ramp, and drain inlets). Orpheus Park includes two additive alternates: picnic shade shelter replacement and adult fitness area construction. Bidders must possess a valid Class A California Contractor's License at award and maintain it throughout performance. A 50% own-forces requirement mandates performance of at least 50% of work by the bidder's own organization, with specialty items potentially exempted. All subcontractors must be designated at bid time and comply with Public Contract Code Section 4100 et seq.

The procurement timeline structures completion in two phases: equipment procurement within 70 working days from Notice to Proceed, followed by work completion within 80 working days, with neither playground area closed longer than 40 working days. If all additive alternates are awarded, completion extends to 90 working days with 5 additional working days per alternate. Pre-bid questions are due November 5, 2026 at Noon; no pre-bid meeting will be held. Bids must include a bid bond equal to 10% of total bid. The successful bidder must provide 100% Performance and Payment Bonds prior to contract execution and maintain comprehensive insurance. Liquidated damages of $3,600 per calendar day apply for unexcused delays. Award will be based on base bid pricing only; the City reserves the right to award additive alternates separately.
