About this opportunity
The City of Encinitas is requesting bids for park equipment replacement at Wiro Park and Orpheus Park (Project CP23D, Bid No. ENG-BID 26-05), with electronic bids due November 12, 2026 at 2:00 p.m. via PlanetBids and questions due November 5 at noon through the online Q&A portal. This is a prevailing wage project subject to California Department of Industrial Relations oversight under prevailing wage determination 2026-2, and a 50 percent own-forces requirement applies — no more than 50 percent of work may be subcontracted.
Contractors must hold a current California Class A Contractor's License and maintain public works registration with the Department of Industrial Relations. Site inspections are mandatory. The scope includes removal and replacement of playground equipment and poured-in-place rubber surfacing at both parks. At Wiro Park, work is confined to equipment and surfacing replacement. At Orpheus Park, the base scope adds installation of drain inlets, engineered mulch media, and an ADA-compliant concrete ramp. Two additive alternates are available: a picnic shade shelter replacement and an adult fitness area. Playground equipment must be manufactured by Great Western Recreation or an approved equal and installed by a National Playground Safety Institute certified inspector. Maximum playground equipment height is 22 feet; equipment must comply with ASTM F 1487 and U.S. Consumer Product Safety Commission standards. Equipment procurement must occur within 70 working days from Notice to Proceed; park improvements must be completed within 80 working days thereafter (90 days if all additive alternates are awarded), with neither park playground closed longer than 40 working days. Liquidated damages of $3,600 per calendar day apply for unexcused delays. A 10 percent bid bond and 100 percent performance and payment bonds are required. Award will be made to the lowest responsive and responsible bidder based on the base bid only; the City reserves the right to award any combination of additive alternates. Contractors must carry commercial general liability, automobile liability, workers compensation, employer's liability, builder's risk, and pollution legal liability insurance as specified in contract documents.
