About this opportunity

The City of Roswell is requesting proposals for design and construction administration services for the historic Doc's Cafe site reinterpretation as an accessible community space, with proposals due August 6, 2026. All bidders must demonstrate experience in public and historical preservation — a core qualification filter.

The scope encompasses site analysis with boundary and topographic surveys; geotechnical investigation and hydrology reports; civil, landscape, and structural engineering for open-air structures; ADA compliance review; permitting coordination; community engagement with a minimum of two public outreach events; and full construction administration services. Deliverables include three conceptual design plans at 10% design development, design drawings at 30%, 60%, 90%, and 100% milestones, existing conditions analysis, budget estimates at each phase, renderings, and as-built drawings. The selected consultant must coordinate with a Stakeholder Committee, attend kickoff and bi-weekly check-in meetings with City staff, and arrange provisions for Georgia Tech expert consultation as a third-party design review service. Salvaged and reclaimed materials from the original Doc's Cafe must be incorporated into the design wherever feasible.

Minimum qualifications require a Georgia-licensed professional architect in responsible charge, adequate staffing and equipment, current Georgia corporate registration, and demonstrated experience with public engagement, historic site preservation, park or museum design, and nature-based design solutions. Proposals must include an executive summary, statement of understanding and approach, detailed scope of services with sub-consultant identification, project schedule, team organization with resumes of key personnel, three professional references, and a lump-sum fee proposal with itemized reimbursable expenses and hourly rates. The solicitation specifies that all proposal documents must be in City-approved formats.
