About this opportunity

The City of La Palma is requesting proposals for park and landscape maintenance services citywide under an RFP with proposals due October 21, 2026, at 5:00 PM, and pre-proposal questions due October 12, 2026. This is a California prevailing wage project under Labor Code Section 1773; the contractor and any subcontractors must pay not less than the prevailing wage rates established by the State of California Department of Industrial Relations for the locality.

The scope covers approximately 36 acres of parks and landscape space plus 1.8 miles of block wall vines across 14 citywide facilities including Central Park, Edison Rights of Way, Denni Mini Park, Walker Well Facility, Civic Center, City Yard, and various median islands and landscaped areas. Services include turf mowing and edging, litter and weed control, planter raking, hardscape sweeping and blowing, tree and shrub pruning, irrigation system maintenance, and drainage facility upkeep. The bid fee schedule requires fixed lump-sum rates for regular maintenance and unit rates for extra work including ground cover and tree removal, shrub and tree replacement at various sizes, annual color plantings, fertilization, and labor services at three tiers (landscape maintenance laborer, lead worker, supervisor).

Bidders must hold a valid California C27 Landscape Contractor License and City of La Palma Business License prior to work commencement. Minimum experience of two to three consecutive years in landscape maintenance at similar-sized facilities is required, along with five client references, financial statements, and credit references. Insurance coverage must include statutory workers' compensation, comprehensive general liability of $1 million per occurrence/$2 million aggregate, automobile liability of $1 million combined single limit, and professional liability of $1 million per claim.

The initial contract term runs from January 1, 2027, through January 1, 2030, with options to extend for two additional one-year periods, not to exceed five years total. The fixed monthly rate covers all wages, benefits, and overhead for the three-year initial term, with potential annual cost adjustments based on the Los Angeles-Long Beach-Anaheim Consumer Price Index beginning January 1, 2028, and adjustments for mandated minimum wage increases. A Faithful Performance Bond valued at three months of the annual contract amount is required within ten days of award notification. Contract award is anticipated for November 10, 2026. The City reserves the right to reject any or all bids and will award to the lowest responsive and responsible bidder based on experience, fitness, capacity, and adaptability to contract requirements.
