About this opportunity
New York City Transit (NYCT) is seeking proposals for a Paratransit Access-A-Ride Supplemental Service through a competitive Request for Proposal (RFP) process. The contract will provide origin-to-destination, demand responsive, shared ride paratransit services for individuals with disabilities who meet specific eligibility criteria. The procurement covers both dedicated and non-dedicated service models, including primary carriers using Authority-owned vehicles, broker car service providers, contingency/recovery providers, taxis, e-hail services, and supplemental carriers using specialized wheelchair accessible vehicles. A pre-bid proposal conference call will be held on Microsoft Teams on May 8, 2025, at 11:00 AM, with interested bidders required to contact Procurement Officer Nathaniel Knable via email to register. The RFP documents are available free of charge starting May 1, 2025, with a mandatory requirement that bidders register through the MTA Vendor Portal (www.mymta.info). Proposals are due on May 29, 2025, at 2:00 PM, with the contract structured as a 5-year base contract with two additional option years, covering all New York State counties.
The solicitation includes specific subcontracting goals for disadvantaged businesses, with 15% targets for Minority Owned and Women Owned businesses, and a 6% goal for Service-Disabled Veteran-Owned Businesses. While there are no specific service-disabled veteran-owned set-asides, the procurement emphasizes opportunities for diverse business participation. Bidders must obtain an MTA Bidder/Supplier Number to be eligible to submit proposals, which introduces a preliminary qualification requirement. The RFP does not specify an exact contract value or budget range, nor does it list any incumbent vendors for the supplemental paratransit services. Interested businesses must review full details on the NYCT procurement website (http://web.mta.info/nyct/procure/rfppage.htm) and ensure compliance with all registration and submission requirements to be considered for the contract.
