About this opportunity
The City of Philadelphia is soliciting bids on paper towel dispensers as a micro purchase under a requirements contract spanning July 20, 2026, through June 30, 2027, with bids due July 27, 2026.
Submission occurs exclusively through PHLContracts.phila.gov. All vendors must quote all line items to be eligible for award; the City reserves the right to award as a whole or by line item, whichever serves its interests, or to accept quotes from multiple sellers. Submission of a signed Consent and Authorization Agreement is mandatory to remain responsive — this may be attached to the vendor profile at registration or included with the first quote. Completion of an LGBTQ Applicant Data Form is voluntary and requests disclosure of LGBTBE certification status through the National LGBT Chamber of Commerce or its Philadelphia affiliate, the Independence Business Alliance, along with any third-party diversity certifications (ESMDC, PAUCP, Disability:IN, WBENC).
The contract value ceiling is $45,000, adjusted annually by Consumer Price Index increase from January 1, 2020, and rounded to the nearest $1,000. Individual purchase orders and aggregate orders must remain below this threshold. Pricing must be quoted net and exclusive of taxes; the City of Philadelphia is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Products must be delivered FOB Destination Point, with payment contingent upon City approval and invoice submission. Award will be made to the lowest responsive and responsible bidder.
Sellers must comply with nondiscrimination and ethics requirements and maintain workers' compensation insurance at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence where applicable. No delivery or services commence until notification from the City department. Quotes must remain valid for 60 days from submission or throughout the contract term for requirements contracts.
