The equipment must be delivered with a two-year warranty, instruction and operating manuals, and all delivery and installation charges included in the bid price. Bids must be submitted electronically through the eProcurement system by June 18, 2025, at 1:30 PM ET, with written questions due by June 11, 2025, at 10:00 AM ET. Award will be determined using a best value ranking methodology with price weighted at 90 points and delivery time at 10 points, totaling 100 possible points, with delivery specified in working days and a one percent per day penalty applied to invoices for late deliveries. The equipment must be new, current year model in first-class condition, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. Vendors must be registered in the Commonwealth's Vendor Self Service System prior to submission and must supply all required documentation, including proof of Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability Insurance of $1,000,000 combined single limit if delivery is provided by the contractor.

The solicitation is subject to Kentucky's reciprocal preference for resident bidders and includes additional preferential consideration for qualified bidders: Kentucky Correctional Industries receives a 20 percent preference, while Kentucky Industries for the Blind and nonprofit agencies serving individuals with severe disabilities each receive a 15 percent preference. Bidders claiming resident bidder status must attest that they are authorized to transact business in Kentucky and have maintained compliance for one year prior to contract advertisement, including filing Kentucky corporate income taxes, making unemployment insurance fund payments, and maintaining a workers' compensation policy. All bidders are required to submit a completed Annual Affidavit attesting that they have not knowingly violated Kentucky campaign finance laws and that contract award will not violate any campaign finance law provision, with affidavits effective for one year from execution and subject to notarization. The bidding agency reserves the right to request supporting documentation for any claimed status, with failure to provide documentation upon request resulting in bidder disqualification or contract termination. Pricing must exclude federal excise tax and Kentucky sales or use tax and must be quoted on an F.O.B. Destination Freight Prepaid basis. Equipment is to be shipped to Correctional Industries - LLCC at 1612 Dawkins Road, Lagrange, Kentucky 40032, with billing directed to Kentucky Correctional Industries at 1041 Leestown Road, Frankfort, Kentucky 40601.
