About this opportunity

The City of Philadelphia is soliciting quotes for a micro purchase of paper bags in various sizes through a competitive bidding process posted on May 13, 2026, with quotes due by May 20, 2026. This procurement will be awarded as a whole or by individual line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. All bidders must quote all items to be eligible for award consideration, and deliveries shall not commence until the vendor receives official notification from the department. Evaluation will be based on price competitiveness and responsiveness to the City's requirements, with awards potentially made to multiple sellers if deemed beneficial. All quotes must be submitted electronically through PHLContracts, the City's eProcurement platform, by the established bid closing time. Vendors must submit a duly executed Consent and Authorization Agreement either in their vendor profile or as an attachment to their initial quote submission to be considered responsive and eligible for award. The contract term will automatically commence on the effective date and terminate 365 days thereafter without further action required by either party.

There are no mandatory set-asides specified for this micro purchase; however, the City encourages participation from LGBTQ-owned businesses and other diversity classifications including minority-owned enterprises (MBE), women-owned businesses (WBE), disadvantaged small businesses (DSBE), and disadvantaged business enterprises (DBE). Vendors are requested to voluntarily complete the LGBTQ Applicant Opportunity Data Form to facilitate the City's identification and tracking of certified diverse-owned businesses. No incumbent vendors or current contractors are identified in the procurement documents. All quoted pricing must be submitted net of applicable taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes, with delivery required FOB Destination Point at quoted prices. The total contract value cannot exceed $43,000, subject to annual adjustments based on the Consumer Price Index-Urban (CPI-U) increases from January 1, 2020, rounded to the nearest thousand dollars, with adjustments becoming effective upon certification by the Procurement Commissioner. Payment will be issued only upon delivery, City approval, invoice submission, and appropriate supporting documentation through electronic deposit to the seller's designated bank account.
