About this opportunity
The Texas Health and Human Services Commission is requesting bids for a Panoramic X-ray VATECH PAX-I unit under Solicitation HHS0017400v2, with bids due July 9, 2026.
The scope comprises supply and installation of a VATECH PAX-I diagnostic imaging system with specified technical and operational performance requirements, delivery, installation, initial training, and post-installation support on a firm, fixed-price basis. Bidders must submit pricing on the provided pricing sheet and may be eligible for disadvantaged business enterprise or small business set-asides under Texas procurement regulations. All respondents must affirm compliance with extensive state and federal certifications, including suspension and debarment status, E-Verify participation for service contracts, Texas-specific boycott restrictions (Israel and energy companies), firearm industry non-discrimination provisions, abortion funding limitations, cybersecurity training requirements, artificial intelligence system disclosures, and human trafficking and fraud prohibitions. Respondents' bids are valid for 240 days from submission.
Funding for this procurement is anticipated from HHS departmental budgets allocated for medical equipment acquisition. Site visits and pre-bid conferences may be available for interested bidders to review specifications and clarify questions prior to submission. Contract award documentation will specify initial term and renewal options. Bidders should address how their proposed solution provides improved capabilities or cost-effectiveness compared to any incumbent equipment currently in use. All submissions must comply with applicable Texas procurement statutes and HHS purchasing policies and must be submitted through the online bid room platform specified in Exhibit D, with detailed access procedures and technical requirements outlined separately.
