About this opportunity
The Comptroller of Maryland, Office of Administration and Finance, is requesting proposals for Palo Alto Networks security firewall appliances, add-on Enterprise Agreement licenses, and associated hardware support under a Small Business Reserve procurement, with proposals due February 23, 2026 at 10:00 a.m. and questions due February 17, 2026 at 5:00 p.m. EDT. This procurement is restricted to certified small businesses meeting State Finance and Procurement Article requirements and is further limited to Master Contractors currently awarded under the existing Hardware and Associated Equipment and Services 2012 contract (060B2490022) — a dual eligibility filter that eliminates open competition.
The scope encompasses network firewall appliances, advanced threat prevention, DNS security, and URL filtering capabilities, along with hardware licenses under an EA agreement and manufacturer support. Detailed specifications are provided in Exhibit A. All equipment must be new and unused. Master Contractors must provide current manufacturer or distributor authorization letters, screenshots of Manufacturer's Suggested Retail Prices, estimated ship dates and lead times for each line item, and confirmation that pricing remains valid for at least 90 days from the bid due date. No restocking fees apply for items returned due to damage or incorrect shipment.
Hardware delivery is scheduled for March 1, 2026, with warranty services extending through July 8, 2028. Place of performance is the Comptroller of Maryland Information Technology Division at 108 Carroll Street, Annapolis, Maryland. Pricing is the primary evaluation criterion, followed by conformance with specifications. The award will be made to the responsive and responsible Master Contractor offering the most advantageous proposal. Proposals must be password-protected and submitted via email to the Agency Point of Contact, Susan Phillips. Invoices should be directed to itinvoices@marylandtaxes.gov with specific documentation requirements including contractor information, invoice period, contract and purchase order numbers, and services provided.
