About this opportunity

The City of Leesburg, Florida is requesting proposals for design-build services to construct eight to twelve lighted pickleball courts with permanent posts, site improvements, and related amenities under RFP 26-008-HG, with proposals due June 10, 2026 at 11:00 a.m. electronically through the OpenGov portal. A non-mandatory pre-proposal meeting is scheduled for May 20, 2026 at 10:00 a.m. at Venetian Center, 1 Dozier Court, Leesburg.

The scope includes civil site design, permitting, and construction of the pickleball complex on South Palmetto Street with seating areas, shade structures, chilled drinking fountains, and resurfacing of four adjacent tennis courts. The budget ceiling is one million dollars. Contract term is anticipated at three years with provisions for one three-year extension. The City will reimburse permit fees separately, and the design-builder must coordinate electrical service with the City's Electric Department. Compensation will be on a fixed hourly or per-unit basis including overhead, with a fee schedule submitted after selection and approved by City Commission. Progress payments are permitted with invoicing submitted monthly or as appropriate under standard Net 30-day terms.

Minimum qualifications require at least three years of general design-build experience and three years of recent experience serving Florida local governments, along with active vendor status with the Florida Department of State. Vendors must not appear on the State of Florida's Scrutinized List of Prohibited Companies or the Federal Excluded Parties List, and must provide proof of E-Verify registration via Memorandum of Understanding. A bid guarantee of five percent of total bid price and a performance and payment bond of one hundred percent of the contract amount are required. Liquidated damages of $1,685 per day apply for delays beyond ninety calendar days after Notice to Proceed, with a total project completion deadline of 270 calendar days.

Questions are due May 26, 2026 at 10:00 a.m., with addenda issued by June 3, 2026 at 4:30 p.m. Written proposals will be evaluated June 18, 2026, with presentations and interviews for shortlisted firms at a date and location to be determined. City Commission will approve the award recommendation at its next scheduled meeting following completion of all pertinent forms and documents. Project funding is through the City of Leesburg's capital budget.
