About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive bids for the construction of a Welcome Center and Pole Barn at the Palm Beach Shooting Sports Complex, located at 11730 Seminole Pratt Whitney Road in West Palm Beach, Florida. This procurement is a public works project requiring a licensed Certified Building or Certified General Contractor to complete the construction based on plans prepared by Brasseur & Drobot Architects. Bidders must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz prior to bid opening, with a mandatory pre-bid conference and site visit scheduled for January 5, 2026, at 11:00 AM ET at the Classroom Clay Target Center. The project requires all materials, equipment, labor, supervision, and transportation necessary to construct both facilities, with bids solicited on a lump sum basis for the Base Bid (Welcome Center) and an additive Alternate No. 1 for the Pole Barn. Contractors must submit sealed bids by January 21, 2026, at 3:00 PM ET, with a public bid opening at the same time, and the anticipated notice of intended award is January 26, 2026. The contract term specifies 240 calendar days from Notice to Proceed to Substantial Completion, with an additional 30 calendar days for Final Completion.
The procurement does not have specific set-aside designations, but the Commission encourages diversity in subcontracting and participation by minority, women, and veteran-owned business enterprises. Bidders are encouraged to consider the State of Florida Mentor Protege Program and must meet several key qualifications, including maintaining an active office within 300 road miles of the project site and performing at least 15 percent of management and construction work with their own employees if the contract sum exceeds $500,000. A bid guarantee of 5 percent is required for projects over $100,000, and successful bidders must provide 100 percent Performance and Labor and Material Payment Bonds. The estimated project budget is $3,000,000, with contractors subject to liquidated damages of $100 per calendar day for delays beyond the Substantial Completion date. Insurance requirements include Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Commercial Automobile Liability ($1,000,000 combined single limit). Progress payments will be made at 95 percent of completed work with 5 percent retainage, and contractors must comply with all applicable federal and state laws, including potential prevailing wage requirements under the Davis-Bacon Act.
