Palm Beach County Board of County Commissioners, Department of Environmental Resources Management, is requesting sealed bids for construction of a fixed dock and seawall cap repair at Old Bridge Park in Lake Worth Beach, Florida under Project 2026ERM01, with bids due August 27, 2026 at 2:00 p.m. The project is funded in part by Florida Fish and Wildlife Conservation Commission and Florida Inland Navigation District grants; consequently, the County's local preference, Glades local preference, apprentice incentive, Glades resident incentive, and small business development ordinances do not apply.
The scope includes demolition of three existing 14-inch square concrete piles; installation of 24 new 14-inch square prestressed concrete piles with 6,000 PSI minimum compressive strength and 5-feet minimum embedment into rock; construction of an 801-square-foot fixed dock with black locust decking on wood framing; installation of safety ladders, ADA-compliant railing systems with handrails, and vertical rubber fenders; concrete repairs to the existing bulkhead cap; and site restoration. All structural work must comply with Florida Building Code 2023, ACI 318-19 concrete standards, ASCE 7-22 wind resistance for 155 MPH ultimate velocity, and applicable FDOT, FDEP, and USACE regulations. Concrete piling must be FDOT-certified. Lumber must be marine-grade Southern Pine pressure-treated to AWPA UC4B standards and black locust decking meeting ASTM C 1028 friction requirements. Hardware must be Type 316 stainless steel or marine-grade galvanized steel. The contractor assumes responsibility for utility location, preconstruction and as-built surveys by registered Florida surveyors, geotechnical engineer inspection of pile installation, vibration monitoring, and obtaining all permits prior to notice to proceed.
The contract term extends through June 30, 2027, with liquidated damages for failure to achieve substantial completion. Mobilization must commence within fifteen calendar days of notice to proceed. Work hours are limited to 8:00 a.m. to 6:00 p.m. on weekdays only. Compensation combines lump-sum and unit-price items. All bidders and subcontractors must be properly certified and licensed in Florida at bid submission. Bid security of 5% is required; the successful bidder must furnish a 100% performance bond within fourteen days of notice of intent to award. A non-mandatory pre-bid meeting was held August 12, 2026; a non-mandatory site visit was scheduled August 12 at 1:30 p.m. at Old Bridge Park for bidders who notified the County by August 7.
