About this opportunity

Palm Beach County Department of Environmental Resources Management is requesting sealed bids for design and construction of fixed dock facilities and seawall cap repair at Old Bridge Park in Lake Worth Beach, Florida, under Project 2026ERM01, with bids due August 27, 2026 at 2:00 PM. The project is funded in part through grants from the Florida Fish and Wildlife Conservation Commission and the Florida Inland Navigation District; grant-related compliance obligations apply to all bidders. Local preference, glades local preference, apprentice incentive, glades resident incentive, and small business development ordinances do not apply to this solicitation due to the nature of the project funding.

The scope includes demolition of three existing 14-inch square concrete piles, installation of 24 new prestressed concrete piles meeting Florida Department of Transportation Class V specifications with minimum 6,000 PSI compressive strength, construction of an 801-square-foot fixed dock with black locust decking rated for 100 pounds per square foot live load and 40 mile-per-hour wind speed, concrete repair of an existing bulkhead cap spall, installation of safety ladders, railings, and fenders, site restoration, turbidity and vibration monitoring, and as-built surveys by a registered Florida surveyor. Work is performed within Lake Worth Lagoon along the Intracoastal Waterway. Design standards include Florida Building Code 2023, ASCE 7-22 (155 mile-per-hour wind velocity ultimate), ACI 318-19, and NDS 2018. All concrete piles must be sourced from FDOT-certified facilities; all hardware and fasteners must be stainless steel Type 316 marine grade. The contractor is responsible for utility locates, field permits, preconstruction surveys, independent geotechnical inspection during pile driving, vibration monitoring per FDOT 108.2, and site restoration at no cost to the owner. Work hours are limited to 8:00 AM to 6:00 PM weekdays only unless approved otherwise.

Compensation includes lump-sum items for mobilization, site restoration, turbidity control, vibration and settlement monitoring, surveys, and concrete repairs, plus unit-price items for pile removal, pile supply and installation, timber framing, decking, railings, and dock hardware. All bidders and subcontractors must be properly certified and licensed in Florida at bid submission. A non-mandatory pre-bid meeting and site visit are scheduled for August 12, 2026, at 10:00 AM and 1:30 PM respectively; prospective bidders must notify the department by 5:00 PM on August 7 of intent to attend the site visit. Bid bonds of 5% of bid price and public construction bonds of 100% of contract price within 14 days of notice to award are required.
