About this opportunity

The City of Philadelphia is soliciting quotes on a micro purchase of pallet rack framing, with bids due August 11, 2026. Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award.

Submission requires a signed Consent and Authorization Agreement on file with the City's PHLContracts eProcurement platform before bid closing. The agreement establishes terms for vendor access to the platform and represents that the vendor is authorized to enter into binding agreements; electronic submission is as effective as a printed signature. Authorized signers vary by entity type: corporations require signatures from a President or Vice President and a Secretary or Treasurer (or certified authorization); limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or other duly authorized signers. The agreement can be uploaded to the vendor profile during registration (the City's preferred method) or attached to the first submitted quote; once properly uploaded, it need not be resubmitted for subsequent bids.

The contract is a requirements contract with a 365-day term from the effective date. The total contract value cannot exceed $45,000, adjusted annually by the Consumer Price Index (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. All quoted prices must be net and exclusive of taxes. The City may order quantities that differ from initial estimates or order no products at all at its sole discretion. All prices and terms remain valid for 60 days from submission or throughout the contract term.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit, naming the City as an additional insured. The Local Business Entity Program does not apply to small order purchases. Submission of the optional LGBTQ Applicant Opportunity Data Form is encouraged. Questions should be directed to PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
