About this opportunity

The Florida School for the Deaf and the Blind (FSDB) is seeking competitive proposals for painting services through Invitation to Bid (ITB-25-075) located in St. Augustine, Florida. The procurement encompasses comprehensive interior and exterior painting services for campus buildings, including surface preparation, patching, masking, and pressure washing. Specific deliverables include painting walls, doors, door frames, and ceilings using paint colors, finishes, and brands approved by FSDB's Contract Manager. Qualified contractors must be properly licensed in Florida and prepared to handle minor projects estimated up to $200,000 or less, with individual project activations issued by the Contract Manager. The solicitation requires respondents to submit detailed pricing proposals including rates for superintendent, foreman, and painters (both regular and overtime rates), along with mark-up percentages for parts/materials and equipment rental. Key procurement dates include a response submission deadline of May 7, 2025, at 1:45 PM, with a subsequent bid opening at 2:00 PM on the same day. Potential bidders are required to access the Solicitation Document through the FSDB website and are responsible for checking all amendments and addenda.

The solicitation encourages participation from small businesses, minority-owned businesses, and Florida Certified Veterans Business Enterprises. Vendors must be registered in MyFloridaMarketPlace and provide a certificate of insurance, with mandatory compliance to background screening requirements for personnel working on campus. Additional vendor certification requirements include verification of non-participation in boycotts, compliance with E-Verify employment verification systems, and attestation of no pending legal actions that would impede contract performance. The contract term is set from July 1, 2025, to June 30, 2026, with potential renewal options for up to three additional years. The total contract amount shall not exceed $200,000 per annum. Vendors must complete a comprehensive Vendor Certification Form that addresses various legal and operational standards, including verifications related to state scrutiny lists and employment eligibility. Primary contacts for procedural questions are Kim Whitwam, Director of Purchasing, and Christine Skaggs, Contract Administrator, who can be reached via email for initial inquiries.
