Contractors must hold a current California State C-33 Painting and Decorating license and possess at least five years of experience performing painting services for a municipal water system or in an industrial or factory setting in Southern California. The work encompasses approximately 1,400 fire hydrants, interior and exterior structures, piping, equipment, and vault doors at five primary facilities: Arcadia Water Treatment Plant, Charnock Well Field, City Yards, Moss Avenue Pumping Station, and Santa Monica Urban Runoff Recycling Facility. Scope includes inspection, preparation, and painting with low or zero volatile organic compound (VOC) products subject to City approval. Contractors must supply all equipment and consumable supplies including vehicles, sprayers, brushes, drop cloths, rollers, and ladders or lifts.
The contract anticipates 2,080 hours per year with no guaranteed usage, typically scheduled weekdays 7:00 AM to 4:30 PM, though weekend and after-hours work may be required. Pricing is submitted on an hourly basis with three rate categories: regular, after-hours/overtime, and weekend rates. The contract includes four optional one-year renewal periods at the same price, terms, and conditions. Work is subject to California prevailing wage requirements under Labor Code Section 1770 et seq. If annual services exceed $54,200, the City's Living Wage Ordinance applies at a minimum of $25.00 per hour.
Contractors must carry workers' compensation insurance with statutory limits, employers' liability coverage of at least $1 million per accident, general liability coverage of $1 million per occurrence, and automobile liability coverage of $1 million per accident. A payment bond is required if the contract award exceeds $25,000. All bids must be submitted electronically through the City's online vendor portal; late bids will not be accepted. No job walk is scheduled. Addenda, if any, will be posted July 29, 2026.
