The scope of work encompasses interior and exterior painting, surface preparations, drywall repairs, T111 siding replacement, furniture removal and replacement, and painting of bollards and fuel canopies at both facilities. Contractors must furnish all labor, materials, equipment, tools, permits, travel, disposal fees, and incidentals necessary to complete the project, with work to be performed during normal business hours Monday through Friday from 7:00 AM to 3:30 PM, excluding state holidays. Qualified contractors must hold a current Class B General Building Contractor license and a C-33 Painting and Decorating Contractor license from the California Contractors State Licensing Board, maintain valid registration with the Department of Industrial Relations, and be certified with the Department of General Services. The total bid amount must not exceed $461,000, with bids exceeding this threshold rejected as non-responsive, and prevailing wages apply if the total bid exceeds $15,000. A payment bond equal to 100 percent of the contract amount is required if the bid exceeds $25,000. The price quote proposal is structured as a lump sum for work at each maintenance station plus an hourly rate for unforeseen work (200 hours estimated) and a 2 percent materials contingency. Caltrans will verify contractor licensing and Department of Industrial Relations registration directly; copies need not be submitted with the bid. No incumbent vendors or existing contractors are identified in the solicitation documents.
