About this opportunity

Texas County, Missouri is soliciting bids on an SDVOSB set-aside IDIQ contract for painting and repairs at Fort Leonard Wood and the Lake of the Ozarks Recreation Area, with proposals due August 6, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside under NIGP 238320 (Painting and Wall Covering Contractors) — a hard eligibility filter.

The scope encompasses interior and exterior painting, gypsum wallboard installation and finishing, acoustical ceiling tile replacement, wall covering installation, caulking, sealants, window blind installation, and miscellaneous facility repairs on government-owned structures. All labor, materials, and equipment are contractor-supplied. Work is performed on a requirements basis via delivery orders; the contractor must schedule all activity through the Directorate of Public Works Contract Inspection Branch with minimum 24-hour advance notice and maintain normal working hours of 7:30 a.m. to 4:00 p.m. Monday through Friday. Interior work in unaccompanied military personnel quarters must be completed within three consecutive work days. All materials and methods — including paints, primers, gypsum board, wall coverings, caulks, sealants, and blinds — require prior Contracting Officer approval before installation. Lead-based paint is limited to 0.06 percent maximum.

The contractor must establish and maintain a Quality Control Plan, obtain Automated Installation Entry passes for all personnel, complete Antiterrorism Level I awareness training, and comply with Fort Leonard Wood environmental protocols including asbestos-containing materials procedures and spill prevention. The contractor bears full responsibility for security, housekeeping, waste disposal, and damage caused by negligent acts.

The contract runs five years (base year plus four option years). Payment is made at unit bid prices based on square feet, linear feet, and actual quantities as specified in delivery orders, with no additional compensation for caulking, trim removal, finishing, or cleanup.
