About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB) on March 28, 2022, to establish up to two master agreements for Paint and Paint Supplies to serve all state agencies and eligible political subdivisions throughout Kentucky. The procurement seeks vendor responses for comprehensive paint products and related supplies, including interior and exterior latex paints in flat, semi-gloss, and gloss finishes (available in 1-gallon and 5-gallon sizes), aerosol industrial rust prevention paints, alkyd oil-based paints, direct-to-metal (DTM) paints, and miscellaneous paint supplies such as brushes, rollers, primers, and caulking materials. The initial contract period is two years from the date of award, with four optional two-year renewal periods available at the mutual written agreement of all parties. Bidders were required to submit written questions by April 1, 2022, with the Commonwealth providing responses by April 4, 2022, and bids closing on April 18, 2022, at 1:30 PM ET. Vendors must bid all line items and all geographical coverage areas or face deemed non-responsiveness, and bidding is restricted to electronic submission through the Commonwealth's eProcurement system. Evaluation is based on three measurable criteria: paint market basket pricing (100 points), paint discount percentages across product categories (100 points), and geographical coverage of store locations within 30 driving miles of 24 specified Kentucky cities (65 points maximum, with Frankfort weighted at 10 points at 2.5 points per additional location). Market basket prices shall remain static for the first 90 days; thereafter, price adjustments are permitted quarterly upon documented justification, while discount percentages shall remain fixed for the contract life.

Reciprocal preference applies to Kentucky resident bidders, and additional preferences are available for Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, and qualified nonprofit organizations serving individuals with severe disabilities (15 percent preference). All prices must exclude federal excise taxes and Kentucky sales or use taxes. Vendors must be registered in advance in the Commonwealth's Vendor Self Service portal within the eProcurement system and must submit required documentation prior to contract award, including Revenue Form 10A100 (Kentucky Tax Registration Application), Secretary of State registration for foreign entities, required affidavits, and Equal Employment Opportunity (EEO) forms if applicable. No incumbent vendor or budget range information was provided in the solicitation documents. Successful bidders will be those demonstrating best value across the three evaluation criteria, with pricing submission required through the eProcurement system using separate bid sheets containing actual pricing details.
