About this opportunity

The California Department of Fish and Wildlife (CDFW) is soliciting sealed bids for facility systems maintenance and repair services at San Joaquin Hatchery located in Fresno County, California. The scope of work requires the successful contractor to provide all labor, tools, equipment, materials, incidentals, permits, and taxes necessary to perform comprehensive inspection, maintenance, servicing, and repairs on multiple facility systems on a scheduled basis: twice yearly maintenance of seven state-owned HVAC units, annual servicing of one walk-in freezer/refrigerator, annual maintenance of one domestic water pump with associated plumbing and electrical components, annual sanitizing and thorough inspection of one ice machine, and quarterly maintenance of one industrial ice machine, with additional miscellaneous work as needed. Bidders must hold either a General Engineering Contractor or General Building Contractor license and must comply with California prevailing wage rates for Fresno County under Labor Code Sections 1770 and 1774, with contractor registration required with the Department of Industrial Relations for contracts exceeding $25,000. The mandatory pre-bid job walk is scheduled for February 6, 2026, at 11:00 a.m. at 17372 Brooktrout Drive, Friant, California 93626, with sealed bid submissions due no later than 2:00 p.m. on February 17, 2026. A Notice of Intent to Award is expected February 27, 2026, with the proposed award date in April 2026, and the contract term extends from Department of General Services (DGS) approval through June 30, 2028. Evaluation criteria include compliance with all licensing, prevailing wage, insurance, bonding, and certification requirements; the bid structure consists of three reimbursement tables covering scheduled maintenance at flat rates, foreseeable repairs at specified hourly labor rates plus parts, and unforeseeable repairs at separate hourly rates with parts not exceeding $6,000 and contractor markup on vendor-supplied materials capped at 25 percent.

This procurement includes mandatory participation requirements and incentives for small and disadvantaged businesses. Bidders must meet a minimum three percent Disabled Veteran Business Enterprise (DVBE) participation requirement, with failure to achieve this threshold rendering the bid non-responsive; however, bids that exceed the DVBE goal qualify for incentive adjustments up to five percent. Small business preferences of five percent are available for certified California small businesses. All contractors and subcontractors must comply with nondiscrimination, drug-free workplace, labor relations, and civil rights requirements, and must provide comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation with Employer's Liability limits of $1,000,000, naming the State of California as additional insured. Performance and payment bonds are required if the contract cost exceeds $10,000 and $25,000, respectively, and bidders must submit a ten percent bid security via cashier's check, certified check, or surety bond. Bids must remain valid for 120 calendar days following the bid opening date, and the successful bidder must execute contract documents and provide required bonds within 20 working days of award notification. The estimated contract cost is $49,999.00, with the actual maximum contract amount to be determined based on submitted bid proposals and reimbursement based on services actually provided; invoices are processed by warrant from the California State Controller's Office within 45 days of receipt of an undisputed invoice, with five percent retention held for 30 calendar days after work completion.
