About this opportunity

The California Department of Food and Agriculture (CDFA) is issuing a Request for Quote (RFQ) for Japanese Beetle Trap Tops and Catch Cans to support statewide detection and delimitation activities. The procurement seeks 6,000 units each of two components: trap tops (with optional wire hangers) and separate catch cans, both manufactured from UV-resistant polypropylene 8623 plastic finished in Alpine Green Omnicolor OC6UFL colorant. Trap tops without hangers must weigh 5.5 to 6.5 ounces, trap tops with hangers must weigh 6.8 to 7.5 ounces, and catch cans must weigh 1.5 ounces, with detailed dimensional specifications provided in the technical specifications document. All bids must include samples of 24 units each component (48 samples total) for evaluation. Bidders must submit email responses by May 18, 2026 at 5:00 PM PT, with samples required to arrive at the CDFA facility in Anaheim, California between May 19 and June 2, 2026. Questions regarding the solicitation are due by 12:00 PM PT on May 7, 2026, with answers published via addendum on May 13, 2026. Award will be made to the lowest responsive and responsible bidder meeting all administrative and technical requirements on an "all or none" or individual line-item basis, with final delivery, inspection, and acceptance occurring at the Anaheim facility. Pricing must be all-inclusive with freight, shipping, and handling charges included in unit pricing, submitted on an FOB Destination basis with freight prepaid by the contractor.

This solicitation is exclusively restricted to California-certified Small Businesses and/or Disabled Veteran Business Enterprises (DVBE), limiting participation to these designated enterprise categories. All bidders must complete required documentation including the Commercially Useful Function Statement, Bidder Declaration, Recycled Content Certification, Darfur Contracting Act Certification, and Generative Artificial Intelligence Disclosure, and must possess active UEI registration if any portion of the procurement is federally funded. Bidders cannot be debarred or suspended from government contracting. Payment will be made in accordance with the California Prompt Payment Act within 45 days of invoice receipt or goods acceptance, whichever is later. The RFQ does not indicate specific budget allocations or award values, as pricing is to be determined through competitive bidding from qualified vendors. No information regarding incumbent contractors or existing infrastructure integration requirements is provided in the solicitation materials.
