About this opportunity
The State of California Department of Food and Agriculture (CDFA) Administrative Services Purchasing Unit is issuing an informal competitive Request for Quote (RFQ) for laboratory vials and caps required to support Medfly eradication activities under Contract Opportunity P25-1173. The procurement seeks 150 cartons of DRAM 15x45mm glass shell vials (150,000 total units) packaged at 50 vials per box with 20 boxes per carton, and 22 cases of red polyethylene plug caps (175,000 total units) packaged in bags of 1,000 with 8 bags per case. All materials must meet the technical and quality standards outlined in the attached Specifications.pdf document, which establishes requirements for material composition, dimensions, performance characteristics, and packaging to ensure the vials and caps function effectively in the Medfly eradication context. Delivery must occur in a single shipment with items packed separately to the Department of Food & Agriculture at 2423 E Winston Road, Anaheim, CA 92806, under FOB Destination terms. Quotes must be submitted on company letterhead no later than 5:00 PM Pacific Time on March 12, 2026, with pricing that includes all freight, shipping, and handling charges on a unit basis. Questions regarding the solicitation are due by 5:00 PM PT on March 2, 2026, and answers will be published via addendum on March 9, 2026. Award will be made on an "All or None" basis to a single responsible bidder determined to be the lowest cost supplier meeting all specifications.
The procurement is open to all qualified vendors, but the State of California offers preference programs that may benefit eligible organizations. A 5% small business preference is available for California-certified small businesses or non-small businesses demonstrating at least 25% certified small business subcontractor participation, and a 5% Disabled Veteran Business Enterprise (DVBE) preference is also available to eligible vendors. All bidders must submit required documentation including the Bidder Declaration form GSPD-05-105, Recycled Content Certification, Darfur Contracting Act Certification, GenAI Disclosure, applicable preference certifications if claiming benefits, a California Seller's Permit if applicable, and a Payee Data Record (STD Form 204). Bids funded through federal programs must include a Unique Entity Identification (UEI) number. Payment will be made within 45 days of invoice receipt or goods acceptance in accordance with the California Prompt Payment Act, with cash discounts offered but not factored into award evaluation. No incumbent vendor information or specific budget range is disclosed in the solicitation materials; however, pricing will be evaluated on a competitive basis among responsible bidders meeting all technical specifications.
