About this opportunity
The California Department of Food and Agriculture (CDFA) Administrative Services Purchasing Unit is issuing an Informal Competitive Request for Quote (RFQ) P25-1145 for the procurement of cotton plugs used in exotic fruit fly detection traps. The solicitation seeks 250 cases containing 2,000,000 total solid cotton plugs with no substitutions permitted, manufactured exclusively from solid cotton material with rayon thread reinforcement to retain shape, and featuring solid construction with no holes or openings on either end. These plugs are designed to hold a lure and pesticide mixture within Jackson traps and must be secured using bait hanger clips. All materials and equipment must be new and in current production, with used, shopworn, demonstrator, prototype, or discontinued models explicitly unacceptable. Bidders must submit detailed price quotes on company letterhead including all freight, shipping, and handling charges with FOB Destination delivery terms only. Final delivery, inspection, and acceptance will occur at the CDFA facility located at 2423 E Winston Road, Anaheim, California 92806. The RFQ was posted February 17, 2026, with questions due by 5:00 PM PT on February 23, 2026, answers published via addendum on March 4, 2026, and responses due by 5:00 PM PT on March 10, 2026. Award will be made on an "All or None" basis to a single responsive bidder meeting specifications.
Bidders must submit the Bidder Declaration form (GSPD-05-105), Recycled Content Certification, Darfur Contracting Act Certification, GenAI Disclosure, and a Payee Data Record (Form STD 204), and must provide a UEI number and verify they are not debarred or suspended due to the procurement being partially funded by federal funds. A 5% preference is available to California Certified Small Businesses or non-small businesses committing at least 25% subcontractor participation to certified small businesses. Payment will be made in accordance with the California Prompt Payment Act, with state agencies required to pay properly submitted invoices within 45 days of acceptance or invoice receipt, whichever is later. No specific budget range or incumbent vendor information has been disclosed in the available solicitation documents.
