About this opportunity
The California Department of Fish and Wildlife is seeking a contractor to perform water efficient fixture replacement at the Mendota Wildlife Area in Fresno County, California. The project involves comprehensive plumbing fixture upgrades, specifically replacing 13 toilets, 18 faucets, 10 shower heads, and 1 urinal across multiple facilities including residences, office, shop, and main shed locations. Qualified contractors must possess either an A, B, or C-36 license and be registered with the Department of Industrial Relations. The contractor will be responsible for providing all labor, materials, tools, equipment, and incidentals necessary to complete the fixture replacements. Bid evaluation will consider inspection rates, labor rates for various fixtures, and material costs, with the proposed bid due date of May 27, 2016 at 2:00 PM. The total estimated project cost is $22,000, with a required completion timeline of 40 working days from the Notice to Proceed. The proposed project award date is August 8, 2016, with a construction start date of August 15, 2016.
The procurement includes specific set-aside and participation requirements for disadvantaged enterprises. A mandatory Disabled Veteran Business Enterprise (DVBE) participation goal of 3% is established, with potential incentives for exceeding this requirement. Additionally, a 5% small business preference will be granted to properly certified small businesses that submit a completed STD 811 form with their bid proposal. Contractors must submit a 10% bid bond and will be required to provide payment and performance bonds if the contract exceeds specific monetary thresholds ($25,000 for payment bond, $10,000 for performance bond). Prevailing wage requirements are in effect, and contractors must submit certified payroll records. Failure to meet DVBE participation, DIR registration, or other specified requirements will render a bid non-responsive. The project offers potential for contractors to demonstrate compliance with state diversity and small business participation goals while performing necessary infrastructure improvements at the Mendota Wildlife Area.
