About this opportunity
The California Department of Fish and Wildlife is seeking a contractor to perform water efficient fixture replacement at the San Joaquin Hatchery located in Friant, Fresno County. The project encompasses replacing 15 floor-mounted toilets, 3 toilets with actuators, 21 faucets, 12 shower heads, and 1 urinal across 6 residences, an office, and a public restroom. Qualified contractors must possess either a Class A, B, or C-36 license and be registered with the Department of Industrial Relations (DIR). The bid is due on May 25, 2016 at 2:00 PM, with a proposed contract award date of August 8, 2016 and a projected construction start date of August 15, 2016. The total contract duration is forty working days from the Notice to Proceed, and bidders will be evaluated based on inspection rates, labor rates for different fixture types, and materials markup percentages. The total estimated project cost is $24,000.00, and contractors must include comprehensive pricing covering all labor, materials, permits, and taxes.
The procurement includes specific set-aside requirements and enterprise participation goals, notably a mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation requirement with potential incentives for exceeding this threshold. Small businesses can receive a five percent preference if properly certified and submitting a completed STD 811 form. Bidders must provide a 10% bid bond, and payment/performance bonds are required for contracts exceeding specific monetary thresholds. Contractors are restricted in material and subcontractor markup, with material markup capped at 20% and subcontractor work markup limited to 15%. All work is subject to prevailing wage requirements for Fresno County, and contractors must list all subcontractors who are registered with DIR. Non-compliance with these requirements, including failure to meet DVBE participation or DIR registration, will render a bid non-responsive and potentially disqualify the bidder from consideration.
