About this opportunity

The California Department of Fish and Wildlife (CDFW) is procuring on-call well and pump maintenance and repair services for wildlife areas located in Merced County, specifically targeting the Los Banos Wildlife Area (LBWA), Volta Wildlife Area (VWA), and North Grasslands Wildlife Area (NGWA). The contract, identified as P1599045, requires a contractor to provide comprehensive maintenance and emergency repair services for agricultural deep wells, domestic wells, agricultural lift pumps, facility buildings, and CDFW-owned residences. Key deliverables include yearly inspections of wells and pumps, emergency repairs with an 8-hour response time, and annual maintenance of deep well pumps (April 1-30) and lift pumps (May 1-31). Contractors must possess either a C-10, C-57, or D-21 license and be registered with the Department of Industrial Relations. The bid evaluation will consider hourly rates for regular and overtime labor, percentage markup on materials (not exceeding 25%), and yearly maintenance costs. The original bid opening was scheduled for May 19, 2016, at 2:00 PM, with a proposed contract commencement date of August 8, 2016, and a contract term of 24 months.

The procurement offers a 5% bid preference for qualified small businesses, capped at $50,000, and the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived. While no specific incumbent vendor is mentioned, the contract includes federal funding requirements, mandating registration with the Federal Central Contractors Registry and completion of specific federal accountability forms. Contractors must comply with federal provisions concerning small, minority, and women-owned business utilization, and adhere to various federal regulatory standards. Insurance requirements include $1 million per occurrence and $2 million aggregate general liability coverage, $1 million automobile liability, and workers' compensation insurance. A payment bond equal to 100% of the project cost is required for any single repair exceeding $25,000. The total contract amount is set at $100,000, with hourly rates applying only to actual on-site time, excluding travel time.
