About this opportunity

The City of Jacksonville, Florida, Office of Administrative Services, Fleet Management, is requesting bids on repairs, installation, replacement, labor, and maintenance services for industrial automatic gates and overhead bay doors at various public building locations within Duval County under ITB 17947-26, with bids due June 30, 2026, and a question cutoff of June 16.

Bidders must demonstrate five years of documented experience in both industrial-grade roll-up door installation and repair and automated security gate installation and repair for large organizations with multiple locations. This is a core capability filter.

The scope covers routine and emergency repairs, installation, and replacement of industrial automatic gates, overhead bay doors, and operators across multiple city facilities. Work up to $500 may proceed without prior approval; repairs exceeding $500 require written approval from an authorized Public Buildings Facility Manager. All parts and materials must be new. Pricing is structured as hourly rates charged on a per-hour basis with a one-hour minimum, billed at half-hour increments thereafter. Regular-time hourly rates apply Monday through Friday, 8:00 AM to 5:00 PM; overtime rates cover 5:01 PM to 7:59 AM, weekends, and city holidays. Allowable markups are capped at 20 percent over wholesale costs for parts and 10 percent for subcontractors. Wholesale costs are subject to periodic review and documentation. The City reserves the right to obtain additional quotations for emergency or urgent repairs exceeding the City's estimate.

The resulting contract is a Purchase Agreement with an initial term of one year and four one-year renewal options subject to approval by both supplier and the City. Award will be made on an all-or-none basis to the lowest responsive and responsible bidder. All awards are subject to availability of funds. Bidders may request Buy American Preference consideration if at least 51 percent of offered items are manufactured, assembled, or produced in the United States. No pre-bid conference is scheduled. The bid opened June 5, 2026.
