About this opportunity

Maryland's Office of Overdose Response (MOOR) is requesting bids for planning and facilitation services to support development of the state's updated overdose response strategy, with bids due November 9, 2026. This is a Small Business Reserve procurement restricted to vendors certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA).

The scope encompasses facilitation of an in-person strategic planning session (reviewing existing strategy documents, drafting discussion questions and planning activities, and providing a written post-session summary), written feedback on MOOR's draft strategy by mid-December 2026, periodic consultation calls or meetings for strategic guidance on FY27 priorities, and a brief written strategic guidance memo with FY27 recommendations and implementation guidance. The contract term runs September 21, 2026 through June 30, 2027.

The not-to-exceed contract value is $50,000. Bidders must demonstrate minimum ten years of experience in addiction policy and/or overdose prevention, knowledge of the federal public health funding landscape, experience working in state or federal government, and experience facilitating meetings and workshops. Proposals must include a resume outlining qualifications, a PDF work plan, and a completed price form (Exhibit B) specifying hours and hourly rates for each deliverable. All proposal prices must be inclusive of time, travel, overhead, and general operating expenses.

Award will be made to the offeror submitting the Most Advantageous Offer based on price and technical evaluation factors including qualifications, fulfillment of minimum requirements, and quality of the work plan. Teresa Heath (teresa.heath@maryland.gov) is the Procurement Officer. Questions and comments are due September 8, 2026. The GOSBA certification requirement may be removed via amendment if insufficient small business interest is demonstrated.
