About this opportunity
Washington County Health and Human Services — Behavioral Health: The Addictions Program is seeking Letter of Interest responses from qualified providers to deliver outpatient and/or intensive outpatient substance use disorder treatment services to eligible Washington County residents, with responses due September 4, 2026 at 4:00 p.m. and questions due August 28, 2026 at 5:00 p.m. The contract term runs July 1, 2027 through June 30, 2032 with annual renewal options.
Providers must meet Oregon Administrative Rules 309-008-0100 through 309-008-1600 for behavioral health treatment services and maintain comprehensive insurance: General Liability ($500,000), Worker's Compensation, Automobile Liability ($1,000,000/$2,000,000), Professional Liability ($1,000,000/$3,000,000), Cyber-Security Insurance, and Sexual Abuse & Molestation Liability ($3,000,000). Enrollment in the Resilience Outcomes Analysis and Data Submission system is required.
Core services include assessment, drug testing, individual therapy, and group therapy. Additional allowable services, subject to funding availability, include partial hospitalization programs, day treatment, participant supports, skills training, peer-delivered services, care coordination, and case management. Providers may offer services in English and/or Spanish, serving adults (age 18+) or youth (age 12–17) populations.
Eligible residents must not be enrolled in Oregon Health Plan or Medicaid, must have diagnosed substance use disorder or co-occurring substance use and mental health disorders, must meet Washington County income requirements, and must either lack commercial insurance or face significant out-of-pocket expenses. Washington County does not guarantee equal or consistent funding among contracted providers year to year; contract amounts are based on services provided, utilization, provider capacity, and negotiated budgets. If the number of interested proposers does not exceed available contracts, the County may negotiate directly with respondents and forego a formal RFP process. Contractor selection is scheduled for September 11, 2026. Responses must be submitted electronically to https://procurement.opengov.com/portal/washington-county-or.
