Bidders must meet mandatory minimum qualifications: local business licensure; City certification in Landscape and/or Ditch Maintenance or related categories; three consecutive years of active engagement in landscape or ditch maintenance; successful completion of at least one landscape maintenance contract lasting a full year with minimum annual billing of $500,000; a valid Waste Tire Transporter License; and ownership or long-term lease of all required equipment (tractors, mowers, chippers, and hand tools), with all equipment no more than ten years old. These requirements are elimination gates.
The scope covers litter and debris removal, mowing, edging, line trimming, blowing, tree pruning, clearing, hauling, and disposal for City-controlled outfall ditches and rights-of-way of various lengths, widths, and depths. The bid is divided into two line items (Part A and Part B) under NIGP Category 968.33 (Ditch Maintenance). Contractors must begin work within ten calendar days of receiving a purchase order and achieve a production rate of 2.5 miles per week of cleaned outfalls per purchase order issued.
The initial contract period extends through September 30, 2027, with four one-year renewal options available by mutual agreement. Unit prices may be adjusted at renewal based on the Consumer Price Index for All Urban Consumers - South Region. Award will be made to the lowest responsive, responsible bidder by total base bid. The City reserves the right to reject any or all bids and limits awards to no more than two of the four designated project areas per bidder unless price differentials exceeding 10% necessitate otherwise.
